Abstract

Abstract The National Agency for Mineral Resources (NAMR) was eastablished in 1993 as the regulatory authority to administer the mineral resources of Romania. It is the competent authority under the new Petroleum Law, and its responsabilities include granting concessions based on a new concession agreement in line with the international industry practice, monitoring and controlling the observance of the provisions of the concession agreement, and issuing regulations for the petroleum sector. NAMR benefitted from various programs supported by the World Bank aimed at enhancing its capabilities. Of relevant importance are the "Petroleum Exploration Promotion Program" aimed at attracting private investment by foreign companies, and the "Development of Petroleum Industry Specific Environmental Management Program" financed from a Canadian Grant. The former contributed, through the transfer of know-how to NAMR's personnel, to their successful organizing of two licensing rounds, whereas the implementation of the latter lead to the establishment of environmental management units and preparation of environmental regulations related to the petroleum sector. Since its establishment NAMR has demonstrated its commitment towards implementing the legal reforms related to the Romanian Petroleum Sector and has proved to be a modern and viable institution in an emerging free market economy.
