Denne rapporten handler om (1) begrunnelser og (2) virkemidler for å internasjonalisere forskning og (3) nasjonal politikk i forhold til "European research Area" (ERA). Datamaterialet kommer fra fire land: Finland, Nederland, Irland og Canada.
