Abstract
L'ouvrage s'inscrit dans le cadre plus large des travaux d'une équipe de chercheurs canadiens s'intéressant à l'impact des politiques éducatives sur la performance des systèmes d'enseignement postsecondaire du Canada, des États-Unis et du Mexique.Financés par la Fondation Ford, par le biais de l'Alliance for International Higher Education Policy Studies (AIHEPS), ces travaux amorcés à la fin des années 1990 poursuivent l'objectif général suivant : « to illuminate the relationship between policy environments, the process of decision making ("rules of the game"), and performance of PSE systems in selected jurisdictions in the United States, Mexico, and Canada » (Fisher, Rubenson, Shanahan et Trottier, 2014, p.3).Prenant appui sur ces travaux, les chercheurs se penchent plus spécifiquement sur le contexte canadien, et visent à faire le portrait provincial et fédéral des liens existant entre les environnements politiques, les processus de prise de décision et la performance des systèmes d'éducation postsecondaire (p.9).Dans leur ouvrage, Fisher et al. proposent trois études de cas de provinces canadiennes (Colombie-Britannique, Ontario et Québec), en décrivant l'évolution de leurs systèmes d'éducation postsecondaire de 1980 à 2010.Ils se situent dans une posture de recherche politique critique, en arguant que pour comprendre le rôle actuel de l'enseignement postsecondaire, il importe de le situer dans un contexte structurel plus large, considérant que les politiques, par définition, font partie du contexte socio-politico-économique et le construisent (p.4).Les trois premiers chapitres du livre présentent successivement les études de cas (Chapitre 2 -la Colombie-Britannique; Chapitre 3 -l'Ontario; Chapitre 4 -le Québec), en suivant un canevas semblable.Les auteurs proposent d'abord un survol de la structure du système et de ses mécanismes de financement dans leur état actuel, avant de passer
