Selon le rapport Romanow, l’évolution du système de santé canadien, et surtout les défis lancés par l’augmentation aussi bien des coûts que de la demande de services médicaux, devraient être guidés par les valeurs des Canadiens en matière de santé. Se pose alors la question : comment avoir un accès fiable à ces valeurs ? Ce texte définit un certain nombre de critères méthodologiques que toute tentative d’enquête a à satisfaire. Ces critères ont trait aux effets que peut avoir sur les réponses fournies par les sujets d’enquête la méthode employée par les enquêteurs. Ils ont également trait aux « effets de système » qui naissent du fait que les individus vivant à l’intérieur d’un système institutionnel ne peuvent pas toujours parvenir à la distance critique nécessaire pour évaluer ce système. Après avoir brièvement décrit la méthode employée dans le rapport, l’auteur l’évalue à l’aune de ces critères, et conclut qu’elle ne parvient pas à les satisfaire.
