Dans tous les systèmes démocratiques, des normes de conduite élevées dans le service public constituent une question politique essentielle et prioritaire pour les gouvernements. La plupart ont d’ailleurs mis en place des systèmes d’encadrement de l’éthique modernisés et efficaces pour soutenir et accroître de façon durable la confiance des citoyens à l’égard des institutions publiques et de ceux qui y œuvrent. En 1996, le gouvernement du Québec a actualisé « l’encadrement éthique de base » pour tous les administrateurs publics qui n’ont pas le statut de fonctionnaire. Depuis un an, on conduit des réflexions pour compléter le dispositif d’infrastructure de l’éthique pour la fonction publique d’État. Cet article aborde, d’un point de vue concret et pratique, la problématique de l’éthique dans les organisations publiques québécoises. Il décrit les principales composantes d’une « infrastructure de l’éthique » modernisée et la stratégie à suivre à l’échelle de chaque unité administrative pour réussir une telle modernisation.
