Abstract
La création de la politique du label « Villes et Pays d’art et d’histoire » en 1985 conduit à l’invention d’un nouveau métier chargé du suivi de la convention liant les collectivités locales au ministère de la Culture et de la Communication : l’animateur de l’architecture et du patrimoine. Cet article vise à saisir les enjeux de l’apparition, au niveau local, de ce nouvel acteur et en particulier la construction de sa légitimité à l’action face à des acteurs locaux déjà en charge, de manière plus ou moins directe, des questions patrimoniales (parmi eux, services du tourisme, de la culture et de l’urbanisme). À partir de l’étude des textes liés à cette politique et d’entretiens menés avec les acteurs tant locaux que nationaux, l’analyse montre que, face à une normalisation à l’échelle nationale, un positionnement ambigu est à l’œuvre à l’échelle locale en raison de la transversalité de ces missions. Dès lors, une compétence est revendiquée par les acteurs comme différenciante des autres services en charge du patrimoine : l’interprétation, notion issue du courant théorique de la nouvelle muséologie et permettant de mettre en avant une stratégie communicationnelle renouvelée du patrimoine fondée sur la position centrale accordée au visiteur.
