Abstract
Introdução: O desenvolvimento de habilidades pessoais é uma das estratégias da promoção da saúde. As pessoas com deficiênciademandam atenção às suas necessidades. Objetivo: Analisar o conceito desenvolvimento de habilidades pessoais relativos àspessoas com deficiência, conforme o método evolucionário. Material e Métodos: Estudo de análise de conceito que utilizouo modelo evolucionário. Procedeu-se a apreciação das Cartas e Declarações das Conferências Internacionais sobre Promoçãoda Saúde. Resultados: Como antecedentes do conceito, a Declaração de Alma-Ata e as Conferências que se referenciavamentre si, enfatizando a Carta de Ottawa. Como atributos essenciais, destacaram-se capacitação da sociedade por meio de açõesintersetoriais para promover habilidades pessoais, contudo, sem menção direcionada às pessoas com deficiência, e como eventosconsequentes, o empoderamento e a inclusão, deixando margem para que todos os cidadãos, entre estes, as pessoas comdeficiência, apropriem-se dessa prática. Conclusões: O discurso inicial do conceito não incluiu as pessoas com deficiência,mostrando a necessidade não somente da prática, mas também da reflexão teórica para aprimoramento da assistência a essaclientela e atendimento de suas demandas.
