Le bilinguisme est officiel au Canada depuis 1867, pourtant on a du attendre 1939 pour que la premiere loi sur les langues officielles soit adoptee par le Parlement federal. En 1982, la Charte canadienne des droits et libertes definit les garanties du statut et de l``emploi de ]`` anglais et du francais. Cette charte permet aux minorites linguistiques francaises et anglaises l``acces a une education dans leur langue. En Iffi8, une nouvelle loi a ete adoptee pour renforcer l``engagement du gouvernement a promouvoir la dualite linguistique et cultw-elle du pays et encourager le developpement des communautes linguistiques minoritaires. Nous avons constate qu``au cours de J``histoire canadienne, le gouvernement federal du Canada a fait beaucoup d``efforts en matiere de politique linguistique, Pour devenir le principal defenseur des droits linguistiques des minorites. rvIalgre tout, il parait que la politique de bilinguisme egalitaire n``ait pas fait tache d``huile au Canada, sauf au Nouveau- Brunswick. et que les politiques linguistiques federales et provinciales, swtout celui de Quebec presentent encore un eventail disparate. Bref, comme il n``y a jamais eu d``accord constituitionnel entre les deux grandes communautes linguistiques du Canada et tant qu``elles ne partagent pas le meme point de vue sur la situation de leur langue et que le Quebec tienne a avoir sa souverainete, les risques du conflit linguistique seront pennanents dans ce pays de la mosaique liguistique et culturelle en Amerique du Nord dominee largement parles anglophones.
