Abstract
Depuis les années 1990, l’ASEM s’est imposé avant tout autre chose comme un forum diplomatique et un outil de diplomatie publique. À l’aune de développements spécifiques (l’initiative chinoise « OBOR » ou la crise des migrants en Europe), et d’un contexte général particulier (morosité économique en Europe, émergences complexes et disputes maritimes en Asie...), quelle utilité et quel avenir pour un tel format ? L’ASEM est-il un forum dépassé, ou au contraire un outil sous-utilisé ? Afin d’apporter à cette question une réponse, nécessairement partielle, cette contribution s’attache à analyser la contribution spécifique de l’ASEM aux dynamiques plus larges Asie-Europe. Elle met en lumière les limitations les plus évidentes dans le champ de la sécurité, qui représentent le principal défi de « l’institution ASEM », en même temps qu’elle replace la valeur de l’outil diplomatique dans le cadre du projet partagé de renforcement de la « connectivité ». Mis au défi de la sécurité, il ressort de la présente analyse que le format ASEM ne pourra trouver son souffle que dans la connectivité de ses membres et dans l’esprit régionaliste qu’il parviendra à catalyser.
