La diplomacia cultural es de larga data en la estrategia de politica exterior de los paises. Sin embargo, su analisis ha cobrado una relevancia singular en el estudio de las relaciones internacionales en la ultima decada. En efecto, en anos recientes el componente cultural en la politica exterior de los paises ha sido un factor esencial para posicionar la imagen de los paises en el escenario internacional, asi como lograr puentes de entendimiento mutuo entre los pueblos de las naciones. Mexico, Francia, Canada y mas recientemente China, Japon, Israel, Turquia asi como una variedad de paises mas reconocen la importancia de la cultura en su politica exterior. No obstante lo anterior, cuando esos paises se refieren a la diplomacia cultural en realidad se trata de estrategias de diplomacia publica. Esta ambiguedad tiene su origen en que durante muchos anos la diplomacia cultural fue un termino empleado para caracterizar el enfasis cultural de la politica exterior de varios paises ; igualmente a que en la realidad ambos procesos y acciones se complementan. Es decir, no son excluyentes, en particular en un entorno en donde no solo una variedad de actores estatales y no estatales se interconectan en el ambito de la diplomacia cultural sino tambien por los ineditos retos a los que se enfrentan los Estados (estos incluyen no solo los del crimen transnacional sino los ambientales, la pobreza, el fortalecimiento de las identidades locales, la desigualdad, la migracion, los derechos humanos, etc.). De ahi que es necesario precisar algunos puntos en esta materia. Este ensayo no pretende ser un estudio exhaustivo de la diplomacia cultural en lugar de ello se presentan algunos aspectos fundamentales como nota introductoria para esclarecer algunas ambiguedades.
