Abstract
Ekonomik özgürlük kavramı, mal ve hizmetlerin üretim, dağıtım ya da tüketim aşamalarında kamunun herhangi birkısıtlayıcı yada zorlayıcı müdahalesinin olmamasını ifade etmektedir.Başka bir ifadeyle ekonomik özgürlükler, bireylerinekonomik faaliyetlerini sınırlamalara maruz kalmadan gerçekleştirebildiği ve mülkiyet haklarının temin edildiği hak veözgürlükler olarak tanımlanmaktadır.Bu çalışmanın amacı, Türkiye ve Avrupa Birliği ülkelerini 2005 ve 2015 yılı içinekonomik özgürlüklere göre sınıflandırmaktır. Çalışmada, Heritage Vakfı tarafından hazırlanan, “mülkiyet hakları,yolsuzlukla mücadele, mali özgürlük, kamu harcaması, iş özgürlüğü, işgücü özgürlüğü, parasal özgürlük, ticaret özgürlüğü,yatırım özgürlüğü ve finansal özgürlük endeksi” kullanılmıştır. Kümeleme analizi verilerin gruplara ayrılmasında kullanılanbir sınıflandırma yöntemidir. Bu yöntemin amacı, gruplanmamış verileri benzerliklerine göre sınıflandırmak ve araştırmacıyaözet bilgiler sunmaktır. Bu nedenle yöntem olarak kümeleme analizi kullanılmıştır. Sonuç olarak,29 ülkenin 10 ekonomiközgürlükendeksi kullanılarak yapılan hiyerarşik kümeleme analizine göre bu ülkeler farklı küme halinde gruplanmışlardır
