Abstract : This article refers to the importance of democracy in the processes leading to local development in ruralsettlements. The authors were based on the conceptual core of development in accordance with institutions like theUniversity of Quebec, Canada, pointing to the settlement project Andalucia, state of Mato Grosso do Sul, as apractical example of democracy as a factor to trigger the unfolding local potential.
