Abstract Based on data gathered in the Quebec context, this paper applies the four classical models of territorial analysis. These territorial experiments offer precise forms through empowerment of public responsibilities in such public domains as land use planning, management and development support. In fact, concepts of city, community, region and district have benefited from institutional structures specific to the Quebec context. With important guidelines from the State, territorial empowerment is real but to a lesser degree than anticipated in terms of local development factors. Some institutional constraints for territorial empowerment are pointed out in terms of overlapping frontiers, fragmentation of power, deficit of democracy, and weakness of means and difficulties for comprehensive territorial planning. One must then put into perspective the real potential of territorial empowerment and open new fields of investigation. Resume En observant la pratique quebecoise, ce texte traite des quatre modeles theoriques classiques de l'analyse territoriale. Experience qui lui a offert des formes precises par l'appropriation collective de responsabilites publiques en matiere d'amenagement, de gestion et de soutien au developpement. Nous verrons que les concepts de la cite, de la communaute, de la region et du district ont beneficie, a divers degres, d'une veritable construction institutionnelle selon des modalites bien particulieres au Quebec. Largement encadree par l'Etat, l'appropriation territoriale de responsabilites fut certes au rendez-vous, mais a un degre moindre qu'espere en principe sous l'angle des facteurs de developpement endogene. En realite, des contraintes institutionnelles limitent l'appropriation au sein des territoires qui structurent l'espace Quebec, notamment la diversite des multiples decoupages, les moyens reels accessibles, la fragmentation des fonctions, l'essouffiement democratique et les difficultes de la planification territoriale globale. Il nous faut alors relativiser le potentiel reel d'appropriation collective de responsabilites publiques territoriales et conclure en ouvrant la voie vers des solutions operationnelles. ********** A travers les theories et les modeles disponibles pour expliquer le developpement differencie ou inegal dans l'espace, deux paradigmes distincts sont largement reconnus. Existent bien sur des impulsions de developpement de nature exogene telles que la demande globale, l'arrivee de nouvelles technologies diffusees, les investissements etrangers, la politique publique, l'immigration de competences. Ces puissantes impulsions issues de l'exterieur participent d'une maniere generale A l'integration des diverses collectivites territoriales dans la dynamique nationale, continentale et mondiale. Sous l'angle economique, la qualite de cette integration s'avere influencee par divers facteurs propres A chaque territoire. Il est A cet effet largement soutenu dans la litterature que les conditions territoriales specifiques jouent un role considerable pour saisir et maitriser, de maniere endogene, les composantes de la dynamique socio-economique associee desormais A l'environnement mondial. Ces conditions endogenes font l'objet d'un vaste mouvement tres actuel de recherche scientifique (Proulx 2002). A travers les facteurs traditionnels tels que la dotation en ressources, l'accessibilite, l'epargne, le leadership communautaire, la productivite, des facteurs nouveaux deviennent de plus en plus modelises dans la litterature scientifique, notamment l'entrepreneuriat, le capital de risque, la formation professionnelle, le marketing territorial, le transfert technologique, la fertilisation de l'innovation, la qualite de vie. En realite, tous ces facteurs se transforment de plus en plus en fonctions strategiques territoriales A s'approprier collectivement dans un esprit de levier de developpement. En sciences sociales, les efforts de recherche sur les conditions de l'appropriation territoriale s'inscrivent largement dans la continuite des quatre grands courants theoriques > qui marquent la litterature scientifique A propos du role des territoires dans l'organisation societale (figure 1). …
