RESUMEN La constitucionalidad implica la plenitud del ordenamiento juridico de un Estado, cuyo funcionamiento garantice pleno respeto de los derechos de los ciudadanos, la adecuada operatividad de los organos del Estado y un marco de paz, desarrollo y justicia para toda una colectividad nacional. Es decir, la constitucionalidad debe convertirse en el sustento de una verdadera democracia. Pero, lo que cualquier ciudadano debe plantearse es si la constitucionalidad existe o es un ideal y, si es tal, en que medida se puede acercar a ella. Palabras clave: Constitucionalidad, democracia, derecho ciudadano, normas juridicas. ABSTRACT Constitutionality imply the juridical classification of a State, whose functioning guarantees the full respect of the rights of the citizens, the suitable operability of the organs of the State, and a frame of peace, development, and justice for the whole national collectivity. That is why, constitutionality is called to be the support of the real democracy. But, What any citizen must appear is if constitutionality exists or it is only an ideal and, if it is so, in what measure it is possible to bring over to her. This matter deserves a special study. Key words: Constitutionality, democracy, citizen right, legal rules.
