An experimental study of the ${\ensuremath{\eta}}^{\ensuremath{'}}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{0}{\ensuremath{\pi}}^{0}\ensuremath{\eta}\ensuremath{\rightarrow}6\ensuremath{\gamma}$ decay has been conducted with the best up-to-date statistical accuracy, by measuring ${\ensuremath{\eta}}^{\ensuremath{'}}$ mesons produced in the $\ensuremath{\gamma}p\ensuremath{\rightarrow}{\ensuremath{\eta}}^{\ensuremath{'}}p$ reaction with the A2 tagged-photon facility at the Mainz Microtron, MAMI. The results obtained for the standard parametrization of the ${\ensuremath{\eta}}^{\ensuremath{'}}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{0}{\ensuremath{\pi}}^{0}\ensuremath{\eta}$ matrix element are consistent with the most recent results for ${\ensuremath{\eta}}^{\ensuremath{'}}\ensuremath{\rightarrow}\ensuremath{\pi}\ensuremath{\pi}\ensuremath{\eta}$ decays, but have smaller uncertainties. The available statistics and experimental resolution allowed, for the first time, an observation of a structure below the ${\ensuremath{\pi}}^{+}{\ensuremath{\pi}}^{\ensuremath{-}}$ mass threshold, the magnitude and sign of which, checked within the framework of the nonrelativistic effective-field theory, demonstrated good agreement with the cusp that was predicted based on the $\ensuremath{\pi}\ensuremath{\pi}$ scattering length combination, ${a}_{0}\ensuremath{-}{a}_{2}$, extracted from $K\ensuremath{\rightarrow}3\ensuremath{\pi}$ decays.
