Gatineau est une ville moyenne récemment fusionnée et s’insère dans une dynamique métropolitaine transfrontalière. Elle tente par une série d’initiatives d’infléchir la planification et le développement de son territoire et de revitaliser son centre-ville. Ce texte soulève la question de la capacité politique des territoires locaux à mener une action publique urbaine cohérente et efficace et renvoie aux processus de différenciation associés à celle-ci. En survolant les approches stratégiques et collaboratives de planification, nous montrons que les difficultés de mise en application de ces nouvelles pratiques sont attribuables à l’incapacité de l’administration municipale à réaliser pleinement son potentiel de différenciation. Trois facteurs tendent à valider cette hypothèse : l’introduction trop tardive de la participation publique dans le processus de planification, largement dominé par les experts de l’aménagement ; la faiblesse du leadership politique, qui échoue à exprimer une volonté forte et à donner un sens à l’action ; et le manque d’attention accordée à la qualité du processus et à la structure de mise en œuvre des projets. Nous en concluons que l’incapacité de Gatineau à tirer profit du plein potentiel transformateur de la planification stratégique et collaborative provient de sa difficulté à effectuer un véritable changement de culture dans ses façons de faire.
