Abstract
Au Canada, l’aménagement a contribué à la dépossession des sociétés autochtones par la création des « réserves » amérindiennes et autres modes de gestion du territoire et des ressources. Cet article propose une approche critique du concept d’aménagement en le considérant comme un dispositif central de contrôle social dans le cadre de l’entreprise coloniale européenne. Il suggère que ces fondements coloniaux de l’aménagement sont actuellement remis en cause au Canada par la mise en œuvre de modèles de gestion partagée du territoire entre Autochtones et non Autochtones. Il démontre toutefois le caractère inégal de ces transformations sociales, en comparant deux situations contrastées au Québec : celle des Cris de l’Est de la Baie James, bénéficiant depuis les années 1970 d’importantes prérogatives en matière d’aménagement sur leurs territoires ancestraux grâce à la signature d’un traité moderne ; et celle d’une partie des Innus, qui, dans l’attente de la ratification d’un tel traité, doivent composer avec les décisions prises par la société majoritaire, relatives à la gestion du territoire et des ressources hors réserve.
