Sustainable Destination Development in Northern Peripheries: A Focus on Alternative Tourism Paths

Abstract
Research has pointed out how tourism destinations in northern, sparsely populated areas are typically developed in accordance with the ideals of growth. This hinders efforts towards sustainable development in destination communities. The objective of this paper is to look into the large-scale growth-focused path creation process by studying how such tourism path creation appears from the perspective of various tourism actors in a destination community. The research draws on insights from local tourism actors in the case study area of the Yllas in Finnish Lapland. This paper approaches tourism path creation by combining poststructural political economy thinking with evolutionary economic geography perspectives. The analysis highlights the existence of alternative economic knowledge on tourism development in the Yllas tourism destination community, which deviates from the strongly growth-focused tourism path. The paper proposes that if regional economies of northern sparsely populated areas are to be developed in line with the goals of sustainability, tourism path creation should appreciate such alternative economic thinking existing in the community. In doing so, the paper suggests there is a possibility for less resource-intensive and more locally-led path creation through tourism in the sparsely populated north. Cela entrave les efforts de developpement durable dans les communautes de destination. L'objectif de cet article est d'examiner le processus de creation de chemins a grande echelle axe sur la croissance en etudiant comment cette creation de chemins touristiques apparait du point de vue de divers acteurs du tourisme dans une communaute de destination. La recherche s'appuie sur les connaissances des acteurs du tourisme local dans la zone d'etude de cas d'Yllas en Laponie finlandaise. Ce document aborde la creation de trajectoires touristiques en combinant la pensee post-structurelle en economie politique avec les perspectives de la geographie economique evolutive. L'analyse met en evidence l'existence de connaissances economiques alternatives sur le developpement du tourisme dans la communaute des destinations touristiques d'Yllas, qui devie de la trajectoire touristique fortement axee sur la croissance. Cet article propose que si les economies regionales des zones septentrionales peu peuplees doivent etre developpees conformement aux objectifs de durabilite, la creation de voies touristiques devrait prendre en compte la pensee economique alternative existant dans la communaute. Ainsi, cet article suggere qu'il est possible que le tourisme dans le nord peu peuple cree des sillons moins gourmands en ressources et plus locaux.
