Ce memoire propose l'etude de l'impact de la cogestion sur l'industrie quebecoise de la peche. Cette etude de cas se concentre sur la situation de la peche a la crevette nordique dans le Golfe Saint-Laurent. La cogestion est un mode de gestion qui a ete mis de l'avant pour faire face aux defis de la gestion d'un bien commun. La gestion d'un bien commun represente une situation complexe et la Tragedy of Commons de Hardin guette les societes dependantes de tels biens. Selon les promoteurs de ce mode de gestion, la cogestion devrait permettre a la gestion des biens communs de devenir efficiente, equitable et de favoriser le developpement durable. Afin de verifier si de tels resultats sont obtenus par la mise en place de la cogestion, une analyse institutionnelle de la peche a la crevette nordique du Golfe Saint-Laurent est realisee dans cette etude. L'analyse se concentre sur les variables contextuelles qui influencent la peche : le contexte biologique, physique et technologique; le marche de la ressource; la situation socio-economique des communautes touchees; les arrangements institutionnels et organisationnels externes; et finalement les arrangements institutionnels et organisationnels locaux. Cette analyse est realisee grâce aux documents produits par les gestionnaires et aux entrevues realisees aupres de plusieurs participants au processus de cogestion. Les resultats montrent que la cogestion semble avoir atteint une certaine stabilite. Les arrangements institutionnels et organisationnels nationaux et locaux semblent cependant montrer plusieurs carences. Ces carences sont dues en grande partie a la Loi sur les peches du Canada qui est un instrument legal archaique et inadapte au besoin d'une gestion moderne des ressources halieutiques. La stabilite de la ressource et des marches permettent quand meme aux negociations de continuer et de deboucher sur des ententes de cogestion. Le manque de transparence du processus decisionnel et le pouvoir discretionnaire du Ministre des Peches menacent toutefois l'equilibre precaire cree par la cogestion.
