Abstract
« Si ce n’était du financement de l’Union européenne, les audiences de cette semaine n’auraient pas lieu » confiait Santiago Cantón, Secrétaire exécutif de la Commission interaméricaine des Droits de l’Homme (CIDH) aux représentants des ONG participantes aux sessions de la CIDH, réunis à Washington D.C. du premier au cinq mars 2004. On aurait pu ajouter que c’eut aussi été le cas si le Secrétariat au grand complet ne s’était pas employé à faire un succès de ces audiences très importantes pour les droits humains en Amériques. Cette semaine était l’occasion, pour des membres des sociétés civiles de partout en Amérique, de venir exposer la situation des droits humains dans leurs pays respectifs. Cette chronique entend faire une présentation de cette dernière période d’audiences de la Commission. Auparavant, il serait utile de récapituler l’histoire, la structure, les fonctions et la composition de cette institution relativement peu connue au Canada, mais d’une importance considérable pour l’Amérique latine. Ensuite, nous aborderons les principaux enjeux soulevés lors des audiences.
