Abstract
Issue There is an increasing focus in public health on intervening to improve health equity. Public health organizations need support to identify and implement effective and acceptable policies and programs across the health equity action spectrum. Knowledge translation organizations play a key role in providing the bridge between research, evidence and practice, and facilitating exchange to support public health action. Description The National Collaborating Centre for Determinants of Health is a federally-funded knowledge translation organization that supports public health practice on the social determinants of health and health equity. In 2013 the NCCDH conducted a pan-Canadian environmental scan to understand changes related to public health practices, barriers and opportunities to advance health equity. The scan consisted of key informant interviews (n = 29), focus groups (n = 4 with a total of 19 participants) and document review, building on an earlier scan (2010) and a national consultation project (2012). Findings The Canadian context of public health action to advance health equity has changed since 2010. Key informants often described a “tipping point” evident through increased attention focused on public health action to advance health equity. The following themes were identified: The existence of a health equity “buzz” Increased public health organizational and system capacity for action. Strengthened leadership and organizational commitment. Further development of language for framing and communicating health equity concepts. Continued support for identified key public health roles. Increasing contributions to the evidence-base. The importance of intersectoral action beyond the public health sector. Lessons The findings provide guidance for public health planning and practice to improve health equity emphasizing 4 core roles: report & assess; modify & orient interventions: partner with other sectors; participate in policy development. Findings also call on public health organizations to ensure that increased attention to health equity translates into concrete action.
