espanolEl presente articulo realiza una descripcion de los principales modelos de codigos de conducta en el sector publico existentes en la actualidad haciendo hincapie en sus presupuestos conceptuales y en los valores que ensalzan. Tras una introduccion sobre el papel de la etica en la funcion publica a lo largo de la historia, se describen los modelos del reino unido, Francia y Canada. A continuacion se detalla el papel de las Leyes de Funcion Publica y el EbEP en la definicion de los deberes y principios de actuacion de los empleados publicos en Espana. Finalmente se describen instrumentos de autorregulacion como los de la Comunidad Autonoma de Galicia, la Comision Nacional de los mercados y de la Competencia, el Consejo General del Poder Judicial o el Ayuntamiento de barcelona. El articulo se cierra con un breve analisis del Codigo etico y de buena Gestion del Empleo Publico de la diputacion Foral de Gipuzkoa, aprobado recientemente (noviembre de 2017). una experiencia pionera en Espana. EnglishThis article presents a description of the main models of codes of conduct in the public sector in the current context, emphasizing their conceptual foundations and the values they extol. After an introduction on the role of ethics in the civil service throughout history, the models of the united Kingdom, France and Canada are described. Next, the role of the Civil Service Laws and the EbEP in the definition of the duties and principles of action of public employees in Spain is detailed. Finally, self-regulatory instruments are described, such as those of the Autonomous Community of Galicia, the National Commission of markets and Competition, the General Council of the Judiciary or the City of barcelona. The article closes with a brief analysis of the Code of Ethics and Good management of Public Employment of the Provincial Council of Gipuzkoa, recently approved (November 2017).
