ANÁLISE HISTÓRICA SOBRE A INSERÇÃO DA PROMOÇÃO DE SAÚDE NA PRÁTICA DO FISIOTERAPEUTA

Abstract
INTRODUCAO: Em 1986 a Carta de Ottawa apresentou ao mundo a Promocao da Saude. E no Brasil, ocorreu a VIII Conferencia Nacional de Saude que culminou, em 1988, na criacao do Sistema Unico de Saude. A partir disso, buscou-se adaptar o exercicio dos profissionais da saude para o trabalho na Atencao Basica, com enfase na Promocao da Saude. OBJETIVO: Analisar historicamente os fatos que conduziram a insercao da promocao de saude na pratica do fisioterapeuta. METODOLOGIA: Consistiu numa pesquisa bibliografica em bancos de dados on-line e publicacoes do Conselho Federal de Fisioterapia. RESULTADO: Desde sua regulamentacao, a Fisioterapia tem se disseminado como ciencia da reabilitacao. O proprio cenario que fomentou a criacao do Decreto-Lei no 938 estava voltado para a reabilitacao neurologica, tendo em vista o grande numero de brasileiros sequelados por poliomielite ou acidente vascular cerebral, incluindo o presidente da Republica a epoca. Paulatinamente, a Fisioterapia se constituiu como saber e pratica especializada em recuperar a funcionalidade que anteriormente o sujeito dispunha. Com o novo conceito de saude, centrado na qualidade de vida, a pratica desse profissional precisou ser re-significada. Assim, alguns fisioterapeutas comecaram a se inserir em servicos de atencao basica e a recente criacao dos NASF ofereceu uma nova oportunidade de atuacao para este profissional. Entretanto, a Atencao Basica exige um trabalho voltado para a Promocao da Saude e a insercao do fisioterapeuta nessa logica ainda esta em construcao. CONCLUSAO: Existe um longo caminho a ser percorrido pela profissao para sua consolidacao na Promocao de Saude.
