Abstract
En s’éloignant du modèle bureaucratique wébérien de l’après-guerre, le système administratif grec a fait l’objet de plusieurs programmes de réforme destinés à le moderniser. Le présent article cherche à explorer les principales modifications survenues au cours du changement administratif, et à relier ce processus aux développements théoriques plus généraux dans le domaine de l’administration publique. Certains avancent que l’administration grecque a été incapable d’emboîter le pas à une constellation fortement renforcée de types idéaux et de modèles hybrides de (ré) organisation de l’État, et d’en tirer parti. Les transformations ont diachroniquement produit des résultats faibles, et ont failli à bâtir un paradigme administratif conceptuel et opérationnel cohérent. Même dans la contraction économique actuelle et sous la pression de la conditionnalité externe, il n’existe aucune preuve solide de changement de paradigme dans le schéma administratif, mais plutôt des changements fragmentés de portée limitée. Remarques à l’intention des praticiens Bien que l’administration publique grecque ait subi une série de transformations, il est intéressant de noter que pratiquement aucun de ces efforts ne semble avoir incorporé un schéma administratif particulier. Le présent article résume des développements théoriques anciens et plus récents portant sur des modèles de réorganisation administrative, en vue d’élargir les choix des praticiens dans le processus de réforme de l’État.
