Abstract
Introduzione.-Il tema delle politiche urbane del cibo, avviatosi a partire da riflessioni ed esperienze in città del Nord globale, in prevalenza nordamericane con il caso pioniere di Toronto (Blay-Palmer, 2009), sta interessando un crescente numero di città del Sud.Come rileva Kevin Morgan, infatti, «the most damaging effects of the new food equation are being wrought in the cities of the Global South, where the noxious interplay of poverty, hunger and climate change is most apparent» (Morgan, 2015(Morgan, , p. 1380)).Il nesso agricoltura-alimentazione-città non è una novità per le città del Sud, in particolare per quelle africane su cui concentreremo l'attenzione.Da oltre un ventennio la questione dell'approvvigionamento alimentare delle città, dei mercati e delle reti logistiche, del ruolo dell'agricoltura urbana e periurbana, per citare i temi più rilevanti, sono al centro di analisi e di azioni, spesso con il supporto della cooperazione internazionale allo sviluppo nelle sue diverse forme (bi e multilaterale, non governativa, decentrata).Tuttavia l'orizzonte delle politiche urbane del cibo -promosso da varie reti e iniziative internazionali ( 1 ) e efficacemente schematizzato e lanciato dal Milan Urban Food Policy Pact (MUFPP) -offre una cornice di coerenza per le azioni locali nel loro raccordo sia con iniziative e politiche alla scala nazionale e internazionale, sia verso una maggiore sicurezza e sovranità alimentare, sia verso un'azione reticolare tra territori e città.Come vedremo in seguito i nuovi Obiettivi di sviluppo sostenibile dell'Agenda 2030 e la New Urban Agenda adottata alla Conferenza Habitat III (Quito, ottobre 2016) definiscono un importante aggancio per l'azione urbana in quadri di riferimento globali.Ciò richiede una rilettura, in chiave sistemica, delle esperienze avviate da tempo (1) Sono numerose le reti e le iniziative che si muovono attorno al tema delle politiche urbane del cibo, tra azione e promozione.La FAO nel 2001 ha lanciato l'iniziativa multisciplinare Food for the Cities con l'intento di facilitare le relazioni tra i diversi attori attivi a scala globale, parallelamente diverse altre organizzazioni come la Fondazione RUAF, ISU, HIC, ICLEI, IUFN hanno dato vita ad un ampio partenariato che converge nell'approccio del City Region Food System (CRFS Collaborative, «City Region Food Systems.Sustainable food systems and urbanization».Call for action, on the occasion of World Urban Forum 7, Medellín, Colombia, 2014), per un elenco completo dei partner e delle prospettive si veda: www.cityregion-foodsystems.org.Sul piano della ricerca si segnala in particolare il gruppo Sustainable Food Planning legato all'AESOP (http://www.aesop-planning.eu/blogs/en_GB/sustainable-food-planning). URBAN FOOD POLICIES IN THE GLOBAL SOUTH: THEMES, APPROACHES, CASES.-Within the framework of the international debate focusing on experiences emerging from cities in the global North, this paper aims to explore urban food policies under the lens of a global South perspective, paying particular attention to African cities and taking into account the common elements they present -compared with other urban contexts and territories -but also the specificities with respect to the process of urbanization and the linkages existing amongst cities and food.Under this light, urban food policies in an African context are also placed, on the one side, into a path specified by a number of keywords such as food and nutrition security, self-sufficiency and food sovereignty; on the other, they are positioned in a context of internationalization of reflections and actions culminated in the New Urban Agenda and the Milan Urban Food Policy Pact.The prospect of urban food policies is finally presented as an inspiring and propelling opportunity for new forms of territorial partnerships.
