Abstract
Le véritable enjeu de la rencontre des trois chefs d’État et de gouvernement d’Amérique du Nord, George W. Bush, Vicente Fox et Stephen Harper, tenue les 30 et 31 mars à Cancún au Mexique, concernait moins l’immigration illégale (le principal contentieux entre le Mexique et les États-Unis d’Amérique (EUA), ou l’exportation de bois d’œuvre, (le principal contentieux entre le Canada et les EUA), mais les suites à donner au Partenariat sur la sécurité et la prospérité (PSP), signé le 23 mars 2005 à Waco, au Texas et, par delà le PSP, à l’Accord de libre-échange nord-américain (ALENA). À preuve, une semaine jour pour jour avant la rencontre annuelle des trois, un rituel instauré par le PSP, la Commission de l’ALENA, formée des trois ministres responsables du commerce, rendait publique une Déclaration conjointe qui établissait le plan travail de la réunion de Cancún. Dans la présente chronique, nous allons présenter le plan de travail en question, après quoi nous reviendrons sur le PSP lui-même, afin d’en mettre à jour les fondements et les objectifs.
