Regulation of Supplemented Foods in Canada: Challenges and Evidence Gaps

Abstract
Supplemented foods are broadly defined by Health Canada as pre-packaged products that are manufactured, sold or represented as foods, which contain added vitamins, minerals, amino acids, herbal and/or bioactive ingredients. These ingredients may perform a physiological role beyond the provision of nutritive requirements. The development of regulations for supplemented foods presents a variety of challenges ranging from the types of foods appropriate for supplementation to the labelling needed to help consumers make an informed choice. We also need to consider the potential for consumers' chronic exposure to these foods when they are consumed on an ad libitum basis, and whether they are substitutes for supplements or they are consumed in addition to supplements. Evidence gaps regarding the consumption of these foods and about consumers' understanding of the labels must be addressed before regulations can be put in place. The current status of regulatory development for supplemented foods as well as some of the associated challenges and evidence gaps will be discussed to stimulate further research.
