Abstract
El estado colombiano ha tenido que soportar las secuelas de un conflicto armado que ha permanecido por varias decadas. Este conflicto de caracter complejo se ha caracterizado por la variedad de actores involucrados, su larga duracion y por la cantidad de hechos victimizantes, que han afectado profundamente a toda la sociedad, generando una crisis humanitaria de gran magnitud. Aunque en la dinamica del conflicto armado colombiano, se han ejecutado crueles e inhumanas formas de violencia, el uso indiscriminado de minas antipersonales por parte de los grupos armados ilegales, se ha constituido en una de las estrategias de guerra de mayor perversidad. Estas armas proscritas por el derecho internacional humanitario, no distinguen entre civiles y combatientes y estan dispuestas para ser accionadas por la propia victima a la que pueden ocasionar graves lesiones o la muerte. No en vano, han sido denominadas como el “soldado perfecto”, puesto que continuan activas aun despues del cese de hostilidades en el territorio en que han sido sembradas, generando pobreza y desplazamiento al arruinar grandes superficies, que de otra manera, podrian ser utilizadas para el sustento y disfrute de las comunidades.
