Abstract
Actualisés après la Seconde Guerre mondiale, les projets français et belge de grands barrages africains représentaient une initiative-phare pour l’intégration tant euro-africaine que proprement africaine, car ils bénéficiaient de facteurs stimulants exceptionnellement convergents. Mais, marqués par l’extraversion et les divergences d’intérêts entre les forces en présence que la BIRD elle-même ne sut concilier, ils ne débouchèrent pas sur l’intégration énergétique de l’Afrique. Les exigences en matière de stabilité politico-économique des colonies des entreprises canadiennes et américaines soucieuses de garantir leurs investissements, le verrouillage de la souveraineté par les capitalismes coloniaux français et belge, attachés à défendre l’intérêt national et à consolider les Empires, conduisirent fondamentalement à négliger le facteur africain. Lors de la décolonisation, ce dernier devint déterminant, obligeant les protagonistes à réajuster leurs stratégies. L’indépendance marqua la fin du rêve d’intégration africaine par le biais hydroélectrique. Les projets de grands barrages devinrent, entre l’Occident et les nouveaux États africains indépendants, des instruments de coopération à la carte.
