Supporting Rural Youth Development and Learning through Rural Afterschool Programs: Staff Perspectives

Abstract
It has recently been argued that afterschool programs are important to youth development and should be considered part of the lifelong learning infrastructure. This has become increasingly important as the restructuring of education has consequently marginalized increasing numbers of youth from formal education. This issue is exacerbated in rural communities through increased school consolidation which has a negative impact upon some rural learners. The study reported on in this paper is a qualitative study that interviewed 19 staff of a rural afterschool program (Fusion Youth and Technology Centre) to determine how Fusion and Fusion staff support the development of their youth participants. The following themes were identified and discussed: relationship-building; skill development; a holistic approach to youth development; balancing structure and flexibility; and respect and ownership. The paper concludes by acknowledging the importance of after-school programs in support of positive rural youth development which provides the foundation for developing productive adults. Ce probleme est aggrave dans les communautes rurales a travers l'augmentation de la consolidation des ecoles qui a un impact negatif sur les apprenants ruraux. Cette etude publiee dans cet article est une etude qualitative qui interviewe 19 membres du personnel du programme parascolaire rural (Centre Jeunesse Fusion et Technologie) afin de determiner dans quelle mesure Fusion et le personnel de Fusion supportent le developpement de leurs jeunes participants. Les themes suivants sont identifies et discutes: la construction des relations; le developpement des competences; une approche holistique au developpement des jeunes; l'equilibre entre structure et flexibilite, le respect et la propriete. Cet article conclut en reconnaissant l'importance des programmes parascolaires pour supporter le developpement positif des jeunes en milieu rural et fournit les bases d'une fondation pour developper des adultes productifs.
