Au cours de l’année 2014, ce sont plus de 2 milliards $ qui ont été versés par le gouvernement du Québec aux municipalités sous forme de paiements de transfert. De cette somme, un montant de 60 millions $ est consacré à la péréquation. Ces transferts proviennent d’un grand nombre de programmes répondant à divers objectifs, et la redistribution apparaît, parmi ces objectifs, comme une ambition relativement modeste. Dans ce contexte, les programmes de transferts aux municipalités du gouvernement du Québec génèrent-ils les bénéfices attendus en matière d’équité de d’efficacité? Pour répondre à cette question, ce rapport propose une démarche exploratoire visant l’estimation des besoins des municipalités du Québec par des modèles multivariées à partir de données financières. Ces estimations ont pour objectif de valider l’adéquation des besoins aux ressources nécessaires pour les financer. La recherche documente également l’usage des transferts à l’aide d’une série d’entrevues effectuées auprès de 9 responsables des finances de différentes municipalités du Québec. Notre démarche montre que le calcul des besoins des municipalités est relativement complexe et qu’il est vulnérable aux erreurs de mesure. La différence entre la péréquation des besoins et la péréquation des ressources n’est pas aussi importante que ce qui était attendu au départ. Les entrevues font également ressortir un faible intérêt des acteurs locaux pour la péréquation. Au final, ce ne sont donc pas les montants des transferts aux municipalités, ni les secteurs visés par ces transferts ou les inégalités qui représentent des enjeux importants pour les municipalités du Québec, mais plutôt la complexité administrative associée à la mise en œuvre de certains programmes de transferts.
