Il [existe] une autre facon de plaider pour la protection de notre planete: exiger de la communaute internationale la reconnaissance du bien-etre environnemental comme un droit humain fondamental. Sans la jouissance d’un climat stable et securitaire, les peuples ne peuvent exercer leurs droits economiques, sociaux et culturels. Pour les Inuit, comme pour nous tous, c’est ce que j’appelle «le droit au froid». Cette formule singuliere du «droit au froid» concentre bien tout l’esprit de la lutte que Sheila Watt-Cloutier a menee durant plus d’une vingtaine d’annees sur la scene internationale pour faire des changements climatiques un enjeu de droits humains. C’est d’ailleurs sous sa presidence au Conseil circumpolaire inuit qu’une petition en ce sens a ete deposee en 2005 aupres de la Commission interamericaine des droits de l’homme, la premiere action juridique internationale du genre. Comme la culture et l’autonomie economique des Inuit sont tributaires du froid et de la glace, le rechauffement planetaire d’origine anthropique constitue une negation de leurs droits sociaux, culturels et sanitaires. «L’impact des changements climatiques sur l’Arctique est un signe precurseur de ce qui attend le reste du monde», dira-t-elle. De son enfance a Kuujjuaq, dans le nord du Quebec – a une epoque ou la culture inuit traditionnelle du transport en traineau a chiens et de la chasse sur glace etait encore dominante –, a son engagement pour l’environnement dans les instances internationales, Le droit au froid est le recit d’une femme inspirante, devenue un modele de leadership pour le XXIe siecle.
