Abstract
Die Ereignisse im Jahr 2016 verdeutlichen auf spektakuläre Weise, dass regionale und internationale Kooperationen auf Dauer nicht einseitig funktionieren können, auch nicht zwischen demokratischen Staaten. Das Gegenteil ist der Fall. Das zeigte sich u.a. bei der Brexit-Entscheidung in Großbritannien, der andauernden Uneinigkeit in der Europäischen Union im Hinblick auf eine Lösung der Flüchtlingskrise sowie im US-amerikanischen Wahlkampf, in dem der spätere Sieger unter dem Motto "America first" Stimmen gewann, indem er ankündigte, internationale Umwelt- und Handelsverträge neu zu verhandeln oder aus diesen auszusteigen. Diese Beispiele sind ein Weckruf und sie zeigen, dass globale Kooperation kein Zustand ist, auf den man sich verlassen kann, sondern ein Prozess, der permanente und aktive Bemühungen erfordert. Der fünfte Jahresbericht gibt einen ausführlichen Einblick in die Forschungsaktivitäten des Kollegs, seiner WissenschaftlerInnen und Fellows in 2016. Ein besonderes Augenmerk galt politischen Narrativen und deren expandierendem Wirkungsfeld im globalen Kontext. Ein weiteres Thema sind die Herausforderungen internationaler Migration und die Verhandlungsdynamiken auf internationalen Foren sowie im internationalen Recht.
