Le thème de la citoyenneté et le problème de savoir vivre ensemble deviennent importants quand le Québec devient une société pluraliste et la notion de citoyenneté commence à apparaître comme le terme le plus approprié pour véhiculer l’idée d’un espace à l’intérieur duquel tout le monde se reconnaît citoyen, participant d’un horizon commun. Ces sujets de discussion représentent le thème principal au cœur du débat social et politique québécois, à partir du second après-guerre jusqu’à aujourd’hui. L’article concerne l’analyse de documents institutionnels, publiés par le ministère de l’Éducation du Québec et par d’autres institutions, comme le Conseil supérieur de l’éducation. Pour cerner les significations de « citoyenneté », il faut analyser aussi les documents qui marquent le parcours de la réforme du curriculum scolaire et ainsi vérifier comment le système de formation québécois est en train de changer, à l’intérieur duquel l’éducation à la citoyenneté occupe une place plus au moins définie. L’idée qui émerge est celle d’un individu capable de se débrouiller dans un monde complexe, qui sait le lire et le décoder, un individu bien adapté à la société dans laquelle il vit, un travailleur intégré. Dans une réalité qui change vite, l’expression qui peut décrire le processus en cours est « néolibéralisation de l’éducation ».
