Jusqu'a quelle epoque est-il possible de retracer l'histoire du Service naval dans la ville de Quebec ? En observant les coutumes et les traditions de la Marine canadienne, la realite parait evidente : elle est un calque de la Royal Navy. Il fallut en effet attendre au lendemain de la Premiere Guerre mondiale pour que se concretise l'idee d'implanter un etablissement cotier permanent a Quebec. Pour la premiere fois, le 21 avril 1923, fut mise sur pied une unite ayant pour mission de recruter, d'offrir un entrainement, ainsi que la possibilite d'y faire carriere. Il y eut bien sur des precedents ailleurs au Canada, puisqu'une serie d'initiatives avait mene a la creation de la Marine royale canadienne, en 1910. C'est dans un climat d'apres-guerre qu'est creee la demi-compagnie de Quebec de la Royal Canadian Naval Volunteer Reserve (RCNVR). L'unite de reservistes devint la division de Quebec a l'automne 1935, rattachee au Navire canadien de Sa Majeste (NCSM) Montcalm lors de sa mise en service, le 13 novembre 1941. C'est avec la venue de ce bâtiment que les Canadiens francais s'integrerent dans une marine typiquement britannique, de confession protestante et singulierement unilingue anglaise. Christian Hebert travaille dans le milieu maritime depuis 1996. Historien de formation, il a servi comme officier de navigation au sein de la Marine canadienne. Il est analyste pour la Compagnie d'arrimage du Saint-Laurent au port de Quebec. Il preside l'Institut canadien des armes a feu, organisme de bienfaisance ayant pour mission d'exploiter un musee et d'offrir des services aux victimes souffrant d'actes commis avec des armes a feu, ce qui profite a la communaute. Il est egalement membre de l'Association pour le soutien et l'usage de la langue francaise, association qui s'efforce de defendre la qualite de la langue francaise au Quebec.
