L'acceptabilite sociale existait bien avant qu'on en parle, mais elle portait simplement d'autres noms: conflit, controverse, opposition, crise, debat, appui populaire... Depuis une dizaine d'annees, cet enjeu est au c?ur des debats sociaux et politiques entourant les grands projets de developpement, du Plan Nord a Energie Est, en passant par l'eolien et le gaz de schiste. Mais qu'est-ce que l'acceptabilite sociale, au juste? S'agit-il d'une nouvelle strategie pour «fracturer le social afin de mieux l'exploiter»? Que recouvre cette notion un peu fourre-tout? Bien que le gouvernement du Quebec ait publie en 2017 des Orientations en matiere d'acceptabilite sociale, le terme n'est a ce jour inscrit dans aucune loi. Dans la sphere publique, son utilisation evacue les nuances et tend a reduire les elements du debat a des caricatures, ce qui mine la capacite d'agir des citoyen.ne.s et renforce le pouvoir des elites economiques et politiques. Avec beaucoup de rigueur et une bonne dose d'humour, Pierre Batellier et Marie-Eve Maille nous invitent a un exercice de deconstruction des dichotomies presentes dans le discours entourant l'acceptabilite sociale: les promoteurs et les opposants; les «pour» et les «contre»; les gens concernes et les opportunistes (ou la representativite a geometrie variable); l'egoiste et le bon citoyen (ou le syndrome du «pas dans ma cour»); les faits et les opinions; la rigueur et les emotions; la majorite et la minorite; le conflit et la paix sociale; ce qui compte et ce qui se compte? sans oublier un angle mort important dans le debat: les femmes. Il est grand temps de penser l'acceptabilite sociale des grands projets de developpement autour du dialogue, de la confiance et du consentement collectif. Parce que, meme en ce qui concerne le territoire, sans oui, c'est non...
