Abstract
Dans cet article, nous entendons évaluer la portée d’une démarche de planification collaborative sur l’avancement du développement urbain durable à travers l’étude du processus de révision du schéma d’aménagement et de développement de la Ville de Gatineau. L’hypothèse que nous avons posée est que la planification collaborative, en tant qu’approche reposant sur la mise en place de mécanismes décisionnels transparents et inclusifs, fondés sur le dialogue et la poursuite d’objectifs communs dans un climat de confiance, favoriserait le renouvellement des pratiques planificatrices dans le sens du développement urbain durable. En nous intéressant plus particulièrement aux effets substantiels de l’approche collaborative expérimentée par Gatineau pour réviser son schéma d’aménagement, nous révélons du même coup les attentes créées à l’égard de la mise en oeuvre des choix d’aménagement inscrits dans le schéma révisé et les embûches à la concrétisation de la vision portée par ce nouveau schéma sur le terrain.
