Du nouveau management public au post-nouveau management public (post-NMP) ?Les réformes du secteur public étaient plus faciles à comprendre autrefois (du moins en apparence), surtout à l'apogée du NMP, entre la fin des années 1980 et la fin des années 1990.En effet, ce que Christopher Hood qualifiait autrefois de « New Public Management » (NPM ; Hood, 1991) était un programme de réforme généralisé qui a été mis en œuvre dans l'ensemble de l'OCDE et ailleurs, au niveau supranational ainsi qu'aux niveaux national et local.Il s'agissait des changements inspirés du secteur privé qui étaient introduits dans les organisations du secteur public (la corporatisation, par exemple), y compris le fait de remplacer la coordination hiérarchique par la concurrence, de voir le mécanisme du marché comme modus operandi possible pour améliorer l'efficacité des services publics, l'introduction d'une culture du produit visant à renforcer la responsabilisation, etc. (Lindberg et al., 2015, 3).Il ne fait aucun doute que la réalité a toujours été beaucoup plus complexe que ne le suggérait l'appellation « NMP ».Le NMP est un concept général qui couvre différents aspects des réformes.Ce n'est cependant qu'au début des années 2000 qu'un nombre croissant de publications ont commencé à se rendre compte de l'immense variété des voies de réforme aux niveaux national, régional et local et dans les différents secteurs de services.Dans ce contexte, différents auteurs ont aussi souligné une différenciation grandissante dans les objectifs du secteur public, en particulier en matière d'efficacité, de qualité et d'imputabilité, ainsi que le caractère aléatoire des mesures de réforme.Les spécialistes de l'administration publique utilisent souvent le terme « post-NMP », plutôt vague (cf.Christensen et Laegreid, 2007 ;De Vries et Nemec, 2013), pour décrire
