Abstract

The present research proposes to carry out an investigation on the Latin American integration process in the present time, focusing on the role and action in the architecture of international organizations of the region. CELAC is a regional international organization founded in the year 2011, composed of 33 countries and designed by diplomacy in Brazil and Mexico. It has a low institutional structure and a broad historical legacy of political concertation, inherited from previous groups and organizations, such as the Group of Rio. Having as one of its objectives the search for autonomy and sovereignty, without the presence of the United States and Canada. The new organization is born in a context of new economic and social political alliances in Latin America, also justified by the need to face the international economic and financial crisis. With the detailed study of its creation and evolution, we seek to understand the main challenges that this new organism faces to fulfill its objectives; From its capacity to respond to the main regional issues, as well as the challenge of living with the traditional leadership in the inter-American space, represented by the Organization of American States (OAS), as well as its capacity to establish itself as a unified forum of representation in International system. To this end, we have appropriated conceptual categories such as "Regionalism" and "Political Concertation" that are relevant to clarify our inquiries in the present investigation, trying to understand if such a process is capable of responding to a new stage of regional integration that surpasses the called "Open Regionalism" of the 1990s.
