Abstract
Pourquoi y a-t-il en France deux doctrines de l’audiovisuel international, contrairement aux autres pays ? La première, francophone et culturelle, incarnée dès 1984 par TV5, et portée par des diplomates et des hauts fonctionnaires ; la seconde, nationale, axée sur la communication et l’information, défendue par des professionnels des médias et de la publicité sur le modèle de CNN ou de la BBC, autour des chaînes Canal France International puis France 24. Pendant 30 ans, la persistance de ces deux doctrines antagonistes s’est accompagnée de brusques retournements doctrinaux. On explique cette instabilité de la « politique audiovisuelle extérieure » par la politisation des nominations qui s’est accentuée dans le champ politico-bureaucratique à partir des années 1980. L’article analyse ainsi quatre séquences successives qui ont été fortement politisées par les nominations et marquées par des renversements de situation ou des changements des règles du jeu. Chaque fois que l’éventualité d’une nouvelle nomination s’est profilée, les candidats ont en effet remis l’audiovisuel international à l’agenda politique et médiatique, multiplié les rapports et contre-rapports, révélé et instrumentalisé des scandales, et aligné leurs positions sur des clivages partisans en s’alliant avec certains dirigeants politiques.
