Depuis les années 1990, la gouvernance participative se généralise dans le monde entier en tant que mode de gouvernance. Cette notion de gouvernance participative séduit également les autorités chinoises, qui cherchent à se transformer et à se légitimer au fil des développements de leur société et des modèles qui circulent de manière transnationale. De nombreuses expérimentations en termes de gouvernance participative ont été mises en place en Chine, du budget participatif à la planification participative. Bien que l’État central ait mis l’accent sur la notion de gouvernance participative, celle-ci reste encore en expérimentation de manière très variée selon les niveaux locaux. Dans cet article, nous allons d’abord traiter du contexte de développement de la participation en Chine, depuis l’État jusqu’aux pratiques locales, tout en évoquant différentes catégories de participation. Nous mettrons en lumière également certains facteurs importants qui favorisent l’émergence de la planification participative et ses implications à l’échelle du quartier. Ensuite, à partir d’une étude de cas approfondie, nous examinerons la planification participative en analysant tour à tour l’objectif, la stratégie et le processus de cette participation. Puis, en nous appuyant sur une approche de sociologie politique, nous mettrons l’accent sur la transformation des acteurs de cette participation à Zhuhai, près de Macao, qui passeront d’« experts techniques » à « élite technicienne ». La quatrième partie montrera le rôle de ces élites techniciennes. En conclusion, nous discuterons de la participation à la chinoise et de ses implications sur le régime local à Zhuhai.
