De voorbije verkiezingen kenden opnieuw sterk verschillende uitslagen in het noorden en het zuiden van het land. Daardoor beleven we de vierde moeizame federale regeringsvorming op rij. Dit is problematisch om twee redenen. Ten eerste zal het resultaat ervan waarschijnlijk een opnieuw weinig cohesieve regeringscoalitie zijn die daardoor een weinig krachtdadig beleid zal voeren. Ten tweede is ook na zes staatshervormingen de federale overheid nog altijd veruit het belangrijkste Belgische overheidsniveau. In twee beleidspapers presenteertGeert Jennes oplossingen voor de al jaren durende federale impasse. Deze oplossingen vatten we samen onder de noemer “echt federalisme” in plaats van het tegenwoordig in Vlaanderen naar voor geschoven “confederalisme”. Vandaag stellen we u de eerste beleidspaper voor: 'Naar een deblokkering van de Belgische federale overheid'. Hierin werken we een eerste component van dit “echte federalisme” uit in de vorm van een afzwakking van de vele mogelijkheden voor ieder van de twee grote gemeenschappen van België, de Vlaamse en de Franse, om federaal beleid op “confederale” wijze tegen te houden. De bedoeling is een krachtdadiger federaal beleid, dat meer gericht is op welvaart voor België als geheel, in plaats van op het vrijwaren van de belangen van enkel een deel van België. België kan hier inspiratie vinden bij andere sterk gedecentraliseerde landen zoals Canada en Zwitserland, waar het voor geografisch afgebakende groepen moeilijker is om centraal beleid tegen te houden, en waar op centraal vlak vaker met een eenvoudige meerderheid kan worden beslist.
