As políticas públicas de investimento no setor de energias renováveis no Brasil podem combater barreiras de mercado e diminuir os custos de produção de eletricidade. Incentivos de crédito são essenciais para ampliar o mercado fotovoltaico e encorajar investimentos privados no setor. O desenvolvimento da energia fotovoltaica é considerado uma oportunidade não apenas do ponto de vista estratégico e financeiro, mas também para os meios tecnológicos e ambientais. Os governos locais têm o maior papel para desenvolver estratégias para estabelecer planos e adotar mecanismos adequados para a promoção e incentivo. A partir desse contexto, esta pesquisa tem como objetivo identificar por meio de uma revisão sistemática as barreiras e facilitadores para o uso da energia fotovoltaica no âmbito internacional. Como metodologia para esta pesquisa foi utilizada a revisão sistemática da literatura, de artigos de alto impacto, no período de 1985 a 2017, considerando um total de 74 artigos analisados. Como resultados este trabalho, observou-se que as políticas públicas de subsídios fiscais e regulatórios são fundamentais para expansão da energia fotovoltaica, mas precisam vir acompanhada de investimento na área de pesquisa e desenvolvimento para fabricação do silício em grau solar, novos materiais e componentes da indústria fotovoltaica brasileira, aumentando a escala de produção e reduzindo os custos da cadeia fotovoltaica.
