In recent years, many urban regeneration projects that are actively underway are planned as super block complex with a single development, so that the internal plan looks complete, but the linkage and expansion with the surroundings are significantly reduced at the urban level. Therefore, in order to coexist with existing cities, to be flexible, efficient, and sustainable, it is not only necessary to analyze the characteristics of the small block structure utilized in the physical framework of urban regeneration but also to understand the fundamental planning strategy of urban design from a macro perspective. In this study, through the case analysis of 4 cities on the west coast of the United States and Canada, this study derives the economic, social and environmental characteristics and advantages of the small block structure corresponding to the various uses and density of developments while maintaining the historical characteristics and spatial continuity of the existing city structure. In addition, as a best practice of urban regeration, Pearl District in Portland, practically applicable urban design guidelines related with small block ideas are presented in terms of urban form, transportation, resources, environment and cultural aspects. It also derives the specific benefit of small block structures; 1) the right of access to living infrastructures through public street. 2) the establishment of slow transportation infrastructure, 3) the high performance design to corresponding micro-climate on the street level, Lastly, the area of ??cultural locality includes historical characteristics, borrowing density and height between individual blocks to preserve community assets and to improve social integration and habitability.
