LES LOGIQUES DE LA PARTICIPATION DES JEUNES. L’EXEMPLE DE LA MISE EN OEUVRE D’UN CONSEIL DE JEUNES

Abstract
Bien qu’il semble y avoir consensus quant à l’importance de faire participer les jeunes et que les initiatives qui tentent de susciter leur participation soient nombreuses, celles-ci en révèlent des conceptions fort différenciées. De plus, alors que les jeunes de quartiers défavorisés s’éloignent souvent des structures participatives existantes, ils sont aussi couramment la cible d’injonctions à la participation. Cet article s’intéresse à la manière dont la participation de ces jeunes se construit dans un dispositif de participation structuré, au moyen d’un projet visant la mise en oeuvre, avec eux, d’un Conseil de jeunes. Il met en lumière trois logiques de la participation des jeunes, soit une logique fonctionnelle, une logique critique et une logique émancipatrice et montre comment celles-ci ont été mobilisées dans la réalisation du projet. Une analyse des quatre grandes phases du projet permet d’illustrer les processus à l’oeuvre, de mettre en lumière le mouvement de la participation des jeunes et de proposer certaines pistes pour l’intervention afin de favoriser leur participation.
