مقدمة: تسعي الدول المتقدمة إلى توظيف تکنولوجيا المعلومات والاتصالات بصورة فعالة داخل المدارس. وتتباين خبرات الدول المتقدمة من دولة لأخرى. وتؤثر عدة عوامل مثل: مستوى ثقة المعلمين في قدرتهم على استخدام تکنولوجيا المعلومات والاتصالات في العملية التربوية، وطبيعة اتجاهات المعلمين نحو توظيف التکنولوجيا الرقمية في عملية التدريس، ودرجة جودة البنية التحتية التکنولوجية، ومقدار الدعم الفني المقدم للمعلمين، وجودة برامج التدريب في أثناء الخدمة. وتوضح الأدبيات خلال العقود الثلاثة الأخيرة أن دمج تکنولوجيا المعلومات والاتصالات ليست عملية فنية فقط. وتعد تکنولوجيا المعلومات والاتصالات أداة لتدريس المناهج التعليمية بطريقة أفضل بناء على أفضل الممارسات في مجال المناهج وطرق التدريس. وليست الخصائص الکمية هي المهمة فحسب عند توظيف التکنولوجيا الرقمية في العملية التعليمية، فمن الضروري أن نأخذ في الاعتبار الجوانب الکيفية لهذا التوظيف. ولهذا، يشير التربويون إلى تکنولوجيا المعلومات والاتصالات باعتبارها أداة تحسن من کفاءة العملية التعليمية. ونظرًا لأن تکنولوجيا المعلومات والاتصالات هي مجرد أداة واحدة من بين عدة أدوات لتحسين العملية التربوية؛ فإنها تتنافس مع الأدوات الأخرى البديلة من حيث مؤشر الکلفة/الفاعلية، ومؤشر الکلفة/المنفعة. ويجب على صانعي السياسات عند تنفيذ الإصلاحات التربوية القائمة على توظيف تکنولوجيا المعلومات والاتصالات أن يأخذوا في الاعتبار تکلفة شراء الأجهزة الرقمية، وتکلفة تطبيقات الحاسب الآلي، وتکلفة تدريب المعلمين، وتکلفة شراء وإعداد الوسائط التعليمية، والتکاليف الجارية لإدارة المنظومة التعليمية الرقمية. ويسعي البحث الراهن إلى تحليل تداعيات الثورة الصناعية الرابعة على النظام التعليمي، ثم استعراض خبرات کندا وإيرلندا وألمانيا وإنجلترا في دمج التکنولوجيا الرقمية في المدارس الإعدادية. کما يسعي أيضًا إلى تقويم واقع الجاهزية التکنولوجية في المدارس الإعدادية في مصر، ثم صياغة عدد من الآليات التي يمکن الاستفادة منها في ضوء التجارب الکندية والإيرلندية والألمانية والبريطانية في تطوير الجاهزية التکنولوجية في التعليم الإعدادي في مصر. Abstract: Advanced Countries seek to utilize information technology and communication (ICT) effectively in the learning processes inside schools. However, the experiences of various nations differ. There are a number of factors influencing the usage of ICT in teaching and learning. Such factors include: the level of teachers’ trust in their abilities of using ICT in teaching, the nature of teachers’ attitudes towards exploiting digital technologies in teaching, the quality of technological infrastructure inside schools, the level of technical support offered to teachers, and the quality of in-service training programs. Literature published during the last three decades assure that integrating ICT in teaching and learning is not only a technical issue. ICT is an effective tool for teaching curricula in a better way based upon the best practices in the area of curricula and teaching methodology. The literature also show that the quantitative aspects alone are not enough for integrating ICT in teaching and learning, as we need to take into consideration the qualitative aspects also. Thus, educationalists refer to ICT as a useful tool capable of improving the efficiency of the educational process. As we all know that ICT is just one tool among many tools aiming at improving the excellence of the educational processes, it competes with the other alternative tools in terms of the indictor of cost/effectiveness, and the indictor of cost/benefit. Therefore, the policy-makers need to take into consideration the following factors: the cost of buying the digital technologies, the cost of equipping schools with computer software, the cost of training teachers, the cost of buying and designing teaching aids and media, and the running cost of managing the digital educational system. The current piece of research investigates the influences of the fourth industrial revolution on the educational systems, analyzes the experiences of Canada, Republic of Ireland, Germany and England in integrating digital technologies within the boundaries of junior secondary schools. It also evaluates the present status-quo of technological readiness in Egyptian junior secondary schools. It ends with formulating a number of mechanisms that can be utilized to reform technological readiness of junior secondary schools in Egypt.
