Abstract
The question of research of history of the Ukrainian peasantry is considered 1917-1929 in labours of researchers from a diaspora and distant foreignness. Two important aspects are selected: insurgent motion and position of peasantry is in time of new economic policy. An important value for the study of insurgent motion is had division into periods of wars of bolshevists against the peasantry of A. Bezansona and A. Graciozi. Most full the estimation of new economic policy is presented in labours of the American economist V. Bandera. He considered that a new economic policy had been a transitional not policy, but expressly certain, functional system which gave a way the new economic mode. The question of studying the history of the Ukrainian peasantry 1917-1929, in the works of researchers from the Diaspora and far abroad. Singled out two important aspects: the insurgency and the condition of the peasantry during the new economic policy. Important for studying the insurgency has periodization of war of the Bolsheviks against the peasantry A. Besancon and A. Graziosi. A. Graziosi, in contrast to A. Besancon extends the territorial scope of confrontation between the Bolsheviks and the peasants, considering it «a large peasant war in the USSR». A. Adams was the situation in Ukraine in 1921-1923, as a spontaneous, anarchist and a bloody rebellion of the peasant masses, which allegedly do not have any political program and thought only about the satisfaction of their most immediate social interests. Labor, in which objectively investigated by anti-Bolshevik uprising, could be called the book of the Israeli historian M. Frenkin. Scientific works of Ukrainian historians of the Diaspora, where the insurgency in Ukraine there is not many. Article L. Poltava of the «Ukrainian insurgent units in 1919-1920 (new Soviet documents)» it’s not up to its name, as the information was taken by the author mainly from the Soviet historical literature, and not from the archival and published documents. Some historians of the Ukrainian Diaspora only superficially dealt with the problem of the insurgency, considering it in the context of various historical issues. This trend is observed in the Canadian historians E. Pasternak and М. Pаlij. The authors consider the situation of Ukraine under the rule of the Bolsheviks in 1919-1939, and the history of the Second Winter journey. The new economic policy was also reflected in the works of the researchers of the far abroad. The problem of the NEP was studied V. Oikan. This work gave an opportunity not only to make a conclusion about the imperfection of the new economic policy of the Bolsheviks, but also to reach the level of generalization of the world scale. R. Daniels assessed the NEP as a return to the stage of bourgeois-democratic revolution, and in General - a deviation from Marxist ideals and «rebirth of Leninism». T. Anderson considered NEP «new capitalist politics in socialist theory». Supported this point of view, and E. Lyons, who called NEP «compromise with capitalism» under the name of «state capitalism». A. Meyer in the book «Soviet political system» characterize the NEP as a system, in which the «peacefully co-existed capitalism and socialism. The most complete assessment of the new economic policy is presented in the works of the economist V. Bandera. He believed that the NEP was not transition policies, and clear, functional system, which gave way to a new economic regime. Thus, historians from the Diaspora and foreign scientists by their works serves new materials for reflection, make non-standard conclusions of many problems of the history of the Ukrainian peasantry period of the national-democratic revolution and the new economic policy. However, most of these works created on the basis of a small number of sources, and therefore the facts stated in them, need to be carefully checked
