Abstract
این تحقیق به مقایسه اقدامات انجامگرفته در خصوص جرائم سایبری توسط شرکای بینالمللی کشور کانادا و چند کشور دیگر میپردازد. یافتههای اصلی به شرح زیر است؛ برخی از کشورها در اسناد راهبردی و سیاستهایشان میان جرائم سایبری که در حیطه سازمانهای مجری قانون و حملات سایبری که بیشازپیش در حوزه نظامی قرار دارند، تمایز قائل شدهاند. شرکای بینالمللی کانادا تمرکز(کانون توجه) خود را در موضوع پیشگیری از جرائم سایبری به حفاظت از زیرساختهای ملی و حیاتی از حملات سایبری معطوف داشتهاند. کانادا همچنین میبایستی بهمنظور همکاری مؤثر با متحدان خود به حمایت از زیرساختهای ملی و حیاتی توجه بیشتری نمایند. هرچند که ممکن است این موضوع یعنی تمرکز و توجه به متحدانش منجر به یک ریسکپذیری درازدست دادن همکاری با متحدان غیر سنتی، مانند روسیه و چین بیانجامد. کشورهای اروپایی و ایالاتمتحده امریکا بهمنظور جلوگیری از جرائم سایبری و حملات سایبری اجازه دسترسی به اطلاعات الکترونیکی را کمتر میدهند. کشورهای دیگر به این امکان بهصورت عمومی اذعان نمیکنند. با توجه به سیاستها و تصمیمات بهعملآمده اخیر، شیوهها و ضرورتهایی برای دسترسی و یا جلوگیری محدود بهصورت قانونی در کانادا مطرح است. کشورها بهمنظور ایجاد نوعی آژانس مانند «Nav-Canada» (که ارائهدهنده خدمات ناوبری هوایی داخلی کشور و یک شرکت بدون سهم سرمایه بخش خصوصی از طریق صدور اوراق قرضه در بازار عمومی تأمین مالی میشود) در راستای اجرایی نمودن استراتژیها و راهبردهایی مربوط به امنیت فضای سایبری مبادرت نمینمایند. آژانسها و نهادهای مبارزه با جرائم یا حملات سایبری نوعا یک بخش سازمانی را در ساختار موجود سازمانها نظامی و اجرایی قانون ایجاد نمودهاند.
