Cet article propose une reconstitution des politiques publiques de la recherche universitaire au Québec depuis 1960, en considérant leurs référentiels (les visions du monde sous-jacentes) et leurs dynamiques (le jeu des acteurs). L’objectif est de rendre compréhensibles ces politiques. Le récit de politiques publiques proposé se consacre d’abord au portrait de la période comprise entre 1960 et 1979, caractérisée par le référentiel de la république de la science. Au cours de cette période, l’évaluation de la recherche se fait essentiellement par les pairs sur la base de la qualité, en considérant des critères scientifiques et disciplinaires. Une période de transition précède l’émergence du référentiel de l’économie du savoir qui marque les politiques publiques de la recherche universitaire à compter de 1990. Au cours de cette période, la norme est celle de l’évaluation de la recherche selon des considérations variées : qualité scientifique, pertinence socioéconomique et efficience organisationnelle.
