Le thème de l’équité sociale dans les politiques publiques de mobilité urbaine est de plus en plus abordé dans les travaux scientifiques depuis les années 2000. Ces travaux concernent par exemple les manières de l’appréhender, les facteurs explicatifs à l’oeuvre, les adaptations individuelles, ou les outils dont dispose la collectivité pour prendre en compte cette question dans ses actions, à travers la tarification, la couverture spatiale des réseaux de transports collectifs ou le développement de services alternatifs. Un champ reste cependant moins souvent abordé, celui concernant la manière dont les acteurs des politiques publiques s’approprient cette thématique et mobilisent des éléments relevant de différentes conceptions de la justice sociale, tant dans leurs discours que dans les actions concrètement mises en oeuvre sur le terrain. Cet article est le fruit d’une première investigation en la matière, réalisée à partir du cas de deux agglomérations de la région Auvergne Rhône Alpes, Clermont-Ferrand et Lyon, à travers l’analyse de leurs Plans de Déplacements Urbains successifs et d’une série d’entretiens auprès d’une trentaine d’acteurs concernés.
